This is a conversion from the original 1850's Victorian pattern. Two size have been made in the following photo. The larger size was made using 2-ply yarn and 1.75mm knitting needles. The smaller size was made using 1-ply yarn and 1mm knitting needles. The baby shoes are displayed on lasts made from air-drying clay. The 1 pence coin is to provide an idea of scale.
In the following photo, the finished Baby Shoe at the top is unwashed The bottom shoe has been washed and appears softer and the knitting stitches have relaxed and appear far more even.

Size
5in long, 6in around ankle, 5in around foot
Far too big for a baby, about right size for a 14 month old, but still too long
For a baby, suggest trying either 1mm needles and 1ply yarn, or, reduce stitches

Cast on 30 sts

Continue ribs and moss stitch for 11 more ribs (21 ribs in total).

Cast on 17 stitches to match those on hold on the other side (51 stitches)
Knit 2 ribs (6 rows) with moss stitch (ribs 22 and 23)
rib 24 – no moss sitch – no decrease
ribs 24-30 – decrease 1 stitch at beginning of each row
Cast off
Pick up 52 stitches for the cuff – 17 stitches from the holder, pick up 18 stitches across the instep, and pick-up another 17 stitches on the other side.
Knit in the round

Cast off
Sew up the seams
Fold the foot in half length-ways, and sew up the seam down the back of the heel and under the sole. Leave the toe open.
Crochet the toe
Work a row of double crochet, picking up every 2nd row. Work around in a circle, picking up every other loop until decreased to 1. This fills in the toe.
Finishing
Fold the cuff so the eye-lets match up.
Make a cord, or use some ribbon, and thread through the eyelets.
Finish with a neat bow.
